Ingenier\u00eda Industrial<\/em><\/p>\n El\u00a0Instituto Sistemas Complejos de Ingenier\u00eda (ISCI)<\/a>\u00a0en conjunto con\u00a0Entel OCEAN<\/a>\u00a0desarrollaron una\u00a0<\/em>plataforma interactiva<\/a>\u00a0que expone datos de movilidad recogidos en la investigaci\u00f3n aplicada en el contexto de la pandemia por covid-19, la iniciativa ha ayudado a las autoridades en la toma de decisiones en la Regi\u00f3n del Biob\u00edo y el pa\u00eds.<\/em><\/p>\n Desde el inicio de la crisis sanitaria, el ISCI, ha puesto todos sus conocimientos, equipos de profesionales y capacidades para ayudar a contenerla desde la investigaci\u00f3n y el recogimiento e interpretaci\u00f3n de datos fidedignos. Algunas de sus iniciativas interactivas recientemente implementadas son: movilidad, faro energ\u00e9tico y estrategias de testeo. Para el caso de movilidad, el instituto ha habilitado una interfaz que se divide en tres \u00e1reas: visor territorial, visor de movilidad y visor de vacaciones.<\/p>\n El visor territorial corresponde a un visor cartogr\u00e1fico que muestra la variaci\u00f3n porcentual de la movilidad en el tiempo en distintas regiones del pa\u00eds indicado las entradas, salidas y permanec\u00eda de las personas en diferentes zonas censales. El visor de movilidad corresponde a un gr\u00e1fico que muestra la evoluci\u00f3n de la movilidad por semana para distintas comunas de Chile durante el transcurso de la pandemia de COVID-19 en el pa\u00eds. La metodolog\u00eda consiste en determinar el flujo desde cada zona \u201chogar\u201d (donde las personas se encuentran frecuentemente en horarios de pernoctaci\u00f3n) hacia otras zonas, durante horarios de trabajo, para cada d\u00eda laboral (lunes a viernes). Estos flujos pueden ocurrir dentro de la misma comuna o hacia otras comunas fuera de la zona hogar, los que son interpretados como movimientos asociados a actividades principalmente laborales. Luego, se calculan los promedios de estos flujos semanales a nivel de comuna, excluyendo fines de semana y feriados. El visor de vacaciones corresponde a un gr\u00e1fico que muestra los desplazamientos de personas entre distintas comunas del pa\u00eds durante el per\u00edodo de verano de 2021.\u00a0<\/p>\n Sebasti\u00e1n Cancino Espinoza, de 24 a\u00f1os de edad, es Ingeniero Civil Industrial egresado del Departamento de Ingenier\u00eda Industrial (DII) de la Universidad de Concepci\u00f3n, el exalumno comenz\u00f3 apoyando al equipo del ISCI encargado de la Regi\u00f3n del Biob\u00edo y Nuble, actualmente trabaja en la iniciativa de movimiento. \u00c9l ha implementado la interfaz para la visualizaci\u00f3n interactiva de los datos an\u00f3nimos de movilidad y geoposicionamiento de usuarios de la compa\u00f1\u00eda de telecomunicaciones analizados por el ISCI:\u00a0\u201cLa metodolog\u00eda de an\u00e1lisis ya exist\u00eda, entonces, el desaf\u00edo m\u00e1s grande fue aplicarla para toda la cantidad de datos que tiene el pa\u00eds. En este caso lo dif\u00edcil fue manejar la potencia de procesamiento y saber presentar los datos\u201d.\u00a0<\/strong><\/p>\n Para el ingeniero, la plataforma aporta a la exposici\u00f3n de los datos y entrega\u00a0 estas informaciones a las personas, sin embargo s\u00f3lo significan una parte de la compresi\u00f3n del concepto de movilidad en el pa\u00eds en medio de una pandemia:\u00a0\u201cEsto evidentemente es un aporte, el tema es que para encontrar las soluciones se requiere comprender el por qu\u00e9 se est\u00e1n moviendo las personas. Cada regi\u00f3n tiene sus propias variables lo que resulta en un fen\u00f3meno complejo de analizar y lograr responder a estas preguntas. Esto es relevante para exponer lo que est\u00e1 pasando, pero hay que tener en cuenta muchas mas variables y factores m\u00e1s que s\u00f3lo la movilidad\u201d.<\/strong><\/p>\n Los mapas y gr\u00e1ficos que presenta el ISCI son capaces de comparar semana a semana las consecuencias de las informaciones entregadas por los medios de comunicaci\u00f3n y las determinaciones de las autoridades en materias de confinamiento y restricciones de movilidad, en ese sentido, la gran conclusi\u00f3n que se puede determinar, seg\u00fan el exalumno, es que:\u00a0\u201cLas primeras cuarentenas han tenido mucho m\u00e1s efecto que las posteriores\u201d<\/strong>. Por otra parte, Sebasti\u00e1n Cancino reconoce que es importante para el pa\u00eds que se consideren las regiones y comunas, adem\u00e1s de la capital.<\/p>\n Sebasti\u00e1n Astroza, investigador del ISCI y docente del DII, en conjunto con Juan Antonio Carrasco, investigador del ISCI y docente de la Facultad de Ingenier\u00eda de la UdeC, forman parte del equipo de especialistas que han trabajado en la interpretaci\u00f3n de los datos aportados por Entel sobre movilidad desde el comienzo de la crisis sanitaria. Para el acad\u00e9mico del DII la disponibilidad y exposici\u00f3n de las informaciones son de vital importancia para las autoridades y poblaci\u00f3n:\u00a0\u201cEs muy importante contar con una
